If you are seeing this error message in the reports portal when you try to access a report, it means that this report or the dataset that the report uses is in a workspace that is not using a dedicated capacity (Fabric or Power BI Embedded). Most likely, the workspace of the report or dataset is associated with a Pro or Premium capacity per user, and the number of tokens for that user has reached the usage limit.
When this limit is reached, it is not possible to generate new embed tokens with that account. In order to start rendering reports again, you will need to hire a capacity or start a Fabric trial period, if you still have availability for any users in your company.

If you are using a platform that uses a Pro account to generate report insertion tokens, without using a capability to do so, you are probably violating Power BI's terms of use and your company could face fines and sanctions from Microsoft.
As explained in the Licensing FAQ article, it is possible to use a Pro or Premium capacity per User to generate tokens to insert the reports into Power Embedded, but according to :
